Volume 9 of the HKW includes 16 of Kelsen's writings from 1922 and 1923 and a recently rediscovered newspaper article from 1921. It also contains the famous preface to the second edition of the Hauptprobleme der Staatsrechtslehre (Main Problems in the Theory of Public Law), in which Kelsen, honouring the manifold contributions of his disciples, traces the history of the development of the Reine Rechtslehre (Pure Theory of Law). It presents Kelsen's most important writings on the internal controversy with Fritz Sander, one of his most gifted students. Kelsen was challenged by Sander, who was in strong opposition to his teacher for a combination of personal and factual reasons.
