Climate change is one of the greatest challenges of the 21st century. Lisa Franke analyses the European Union's climate and energy policy and its leading role in global climate governance. She draws on theoretical approaches to global climate governance (GCG) and multi-level governance (MLG) and applies a typology of four leadership types to qualitatively analyse key EU documents.
