Walter Ponner wurde am 15. August 1939 in Bratislava geboren und wuchs in der ehemaligen DDR auf. Nach einer Ausbildung zum Elektrofeinmechaniker absolvierte er ein Chemiestudium an der Universität in Leningrad und promovierte anschließend auf dem Gebiet der physikalischen Chemie an gleicher Stelle. Beruflich war er in unterschiedlichen Wirtschaftsbereichen und als selbständiger Unternehmensberater tätig. Im Laufe seiner beruflichen Tätigkeit konnte er sich immer wieder davon überzeugen, welchen Einfluss die Aufbau- und Ablauforganisation auf die Stabilität eines sozio - ökonomischen Systems hat. Im Zusammenhang damit hat er die sich in den letzten Jahren verschärfenden sozio-ökonomischen Widersprüche und Instabilitäten in profitorientierten Marktwirtschaften aus seiner Sicht in "Ratio versus Profit" analysiert und die Grundzüge für die Gestaltung einer rationalen, auf soziale Sicherheit und Chancengleichheit ausgerichteten Marktwirtschaft entworfen.
